Introduction
Israel and Poland have maintained extensive military and security cooperation over the years, with arms deals playing a central role in their relations. The most significant has been Poland’s repeated procurement of Spike anti-tank guided missiles from Israel’s Rafael, starting with a $425 million deal in 2003, followed by additional contracts in 2015, 2023. Israeli defense firms, including Rafael, Elbit, and IAI, have played a crucial role in Poland’s military modernization. Poland has also facilitated Israeli arms shipments to Ukraine, such as anti-drone systems and Patriot interceptors.

Throughout the 20th century, Poland played a complex role in Israel’s history, initially supporting Israel’s establishment, backing the 1947 UN vote and training Zionist fighters. However, Cold War politics led to a diplomatic break in 1967 and an anti-Semitic campaign in 1968, forcing many Jews to leave. Relations remained frozen until they were officially restored in 1990. The re-establishment of diplomatic relations marked the beginning of a multifaceted partnership. The foundation of this economic partnership was strengthened by the free trade agreement between Israel and Poland, which came into effect in 2004 following Poland’s accession to the European Union. In recent years, Israel and Poland have strengthened their economic ties, marked by a steady increase in bilateral trade. In 2023, Israel’s exports to Poland reached $599 million, with key products including gas turbines ($109 million), aircraft such as planes and helicopters ($64 million), and pesticides ($54.2 million). Beyond trade, Israel and Poland have strengthened their economic ties through mutual investments and collaborations, particularly in technology and defense. In 2018, a diplomatic crisis erupted between Poland and Israel following the passage of a Polish law criminalizing any suggestions of Polish complicity in Nazi crimes during World War II. Recently Poland has sharply increased defense spending and military modernization in response to Eastern European tensions and U.S. pressure. 2011: Poland and Israel signed deals for the Israeli military to train Polish special forces as well as pilots of Poland’s fleet of 48 Lockheed Martin F-16 war planes. February 2014: Rivalry between Elbit Systems and IAI in the affair of UAV exports to the Polish Army, and IAI accusing Poland’s Deputy Minister of Defense General Waldemar Skrzypczak of promoting the procurement of Elbit’s products, contributed to the Deputy Minister resignation. May 2014: Rafael was in negotiations with Poland on building a missile defense shield for the country, a deal valued at up to $13 billion. The deal was blocked by the USA lobby. In 2015: Israel and Poland began an exchange program called “Friends in Uniform,” where Polish officers would visit their counterparts in Israel and learn the country’s history. March 2016: The Polish army received the first prototype of a self-propelled Howitzer based on Elbit’s ATMOS 2000. It is a product of the joint development, based on an agreement signed in 2013 between the Polish company Huta Stalowa Wola (HSW) and the Israeli Elbit. July 2017: Polska Grupa Zbrojeniowa (PGZ) and Israel Aerospace Industries (IAI) signed an MoU for cooperation in marketing, sales, and joint production of defense systems for Polish programs. September 2017: Poland to buy US Patriot system with Israeli-made David’s Sling interceptor missiles. January 2018: Israel Electric Corporation signed an agreement with Polish power grid operator PSE to assist in protecting its electricity infrastructure from cyber-attacks. April 2020: Poland’s PCO S.A. and Israel’s Rafael signed an MoU for joint production of Toplite electro-optical systems in Poland, primarily to modernize Polish Mi-24 helicopters. PCO S.A. became the exclusive supplier for Poland and joined Rafael’s supply chain. 2020: The Polish company Mesko signed an agreement with Rafael to co-produce Spike short-range missiles, deepening the existing industrial partnership between the companies. September 2021: Polish defense company Wojskowe Zakłady Elektroniczne (WZE) partnered with Israel’s Elbit Systems to develop two defense systems. One is an aircraft self-defense kit that detects threats like radar and missile launches and deploys countermeasures. May 2022: Israeli OT security company Waterfall Security Solutions announced it will deploy a cybersecurity solution to Poland and Lithuania’s natural gas connection. The deployment of Waterfall’s Unidirectional Security Gateways will enable the transfer of operational data between gas transmission system operators. August 2023: Poland purchased several hundreds of Spike LR anti-tank guided missiles from the Israeli company Rafael in a contract worth about $100 million, and negotiated another contract for the purchase of additional launchers for LR/LR2 spike missiles. The Spike-LR missiles and launchers are manufactured in Poland by Meslo under a license from Rafael.
